PAYROLL SUPERVISOR

Start Date: As Soon As Practicable 

Minimum Job Requirements:  A. Graduation from an accredited college or university with at least an Associate degree in Accounting, Public Administration or a closely related field and one (1) year of clerical experience in processing payroll data; OR, B. Graduation from high school or possession of a high school equivalency diploma and three (3) years of clerical experience in processing payroll data. 

Job Description: These duties involve responsibility for overseeing the payroll processing activities to provide an efficient and accurate submission of the payroll and distribution of checks. The incumbent in this position performs a variety of clerical functions which require the use of independent judgment in the application and explanation of policies and procedures regarding calculations and deductions involving a variety of payroll matters controlled by local laws and contractual conditions. Works closely with others within and outside the department to clarify or resolve problems relating to payroll. In addition, the incumbent assists the department in formulating policies and procedures and the modification of existing payroll issues. Work is performed under the general supervision of the Business Administrator. Supervision is exercised over the work of subordinate employees processing payroll data.

Typical Work Activities:

  • Supervises the work of payroll activities to insure the efficient and accurate submission of payroll and distribution of checks;
  • Maintains employee time records, including time cards, accrued time, use of leave times and payroll changes;
  • Maintains records and implements disbursements for items such as uniform allowances, longevity, raises, retirement pay;
  • Maintains and uploads relevant State and Federal employee records;
  • Sets up and administers employee payroll deductions and direct deposits;
  • Operates computer, calculator, copy machine and office-related equipment;
  • Works with other staff members and outside agencies to resolve problems concerning hiring, transfers, terminations and other matters related to payroll functions;
  • Assists in establishing policies and procedures and oversees these procedures to ensure that rules are followed;
  • Pays State and Federal taxes;
  • Recommends changes or modifications to existing policies and procedures;
  • Performs the more difficult or complex problems involved in the processing of payroll;
  • Maintains efficient and accurate monthly and annual reports;

Full Performance, Knowledge, Skills, Abilities and Personal Characteristics:

  • Good knowledge of office terminology, procedures and equipment,
  • Good knowledge of business arithmetic and English;
  • Ability to conduct payroll calculation procedures and time-keeping tasks;
  • Ability to operate a computer/word processor;
  • Ability to make simple arithmetic computations accurately;
  • Ability to establish effective working relationships with others;
  • Ability to supervise the work of others;
  • Clerical aptitude;
  • Good judgment.
$67,500.-$77,500.
